Just to clarify, is this a theme that you created? Or is it a theme you bought off of the WordPress.com theme repository?
If you wish to use a third party theme, such as one you created yourself, that would require a Business Plan. See plans here: https://wordpress.com/pricing/
If you upgrade from Premium to Business, usually you will just pay the difference.
If you are not interested in using a Business Plan, but wish to use your custom theme, you may wish to use a self-hosted version of WordPress found on WordPress.org
