Luckily, the vast majority of supported themes on WordPress.com are responsive by default, so if you're working with a WordPress.com website, you shouldn't need to add flexbox or bootstrap.
It sounds like if you're in control of your wp-content folder, and you're able to edit your index.php files, then you're probably working on a WordPress.org site. These forums are only for websites hosted on WordPress.com. If you'll give me the domain you're currently working on, hopefully I can look into this a little bit further.
On WordPress.com hosted sites, you are not able to edit the .php files, and you are not able to change the site directory through FTP.
